As per the provisions given in the National Thoroughfare Act, No. 40 of 2008, construction of any structure within 15 m, which is the building limit, from the centerline of any National Road (Class A and Class B) is not permitted.
But if any person requests permission to erect any structure within the building limit due to unavoidable circumstances acceptable to Road Development Authority, that construction may be permitted on a licence issued by the Executive Engineer after signing a “no compensation agreement” by both parties.
Places where applications could be obtained :
Applications can be collected from the Executive Engineer’s office during official working hours (8.30 am. – 4.15 pm.)
Documents required in proof :
- Building plan submitted to the relevant local authority (Pradesiya Saba/ Town Council/ Municipal council etc.)
- Documents to prove the ownership of the relevant land with Survey plan.
- Consent from the local authority / Urban Development Authority to sign the no compensation agreement for that particular construction with the RDA

Conditions and limitations:
Permission will not be granted to construct any structure other than a boundary wall within 10.0m from the centerline for a single-story building and 12.0m from the centerline for a multi storied building of any National Road under any circumstances.
“No Compensation Agreement” means the owner agrees with RDA to demolish the building parts within the building limits at his/ her own cost without any compensation claiming from RDA and agrees to pay the annual rental fee for the building area which is covered within the building limit.
Minimum distances described in the section above as 10m and 12m can be further increased due to road safety aspects in the vicinity of the subject area.
